Much like Elementalist, Thief requires an experienced, attentive player to succeed.
Thief damage is not the greatest, but a build that leverages condition damage ("condi") can be effective. We recommend QTFY builds, as these are carefully-tested and kept up to date with the current meta.
Stealth skills are what distinguish the Thief from other classes. Thief has access to a long list of stealth attacks and stealth movement skills in addition to the The thief's stealth utility skills.
Steath is not much use in PvE, but it can be devastating in PvP and WvW when used correctly.
Thief also has a special mechanic of "stealing" an item from an enemy that they can use as a weapon. This turns out to be far less interesting than it sounds. You don't actually steal something from the enemy or enemy player. And the stolen item's attacks will only throw off your rotation until you take the time to drop the bundle, which also disrupts your flow.
The best thing about Thief, and the only thing I personally use it for, is to dual-wield Quip/Quip (the confetti pistol) and The Dreamer (unicorn shortbow). In this capacity, Thief is unparalleled.
Daredevil: This is one of the better Elite Specs out there. The dodges in particular are extremely useful in PvP and WvW.
Deadeye: Good damage, but it's vexing to constantly find yourself locked in place while "sniping."
